Mayor Tom Leighton says he'll file a lawsuit against the Wilkes-Barre City Council if it doesn't pick him up.
"If they don't pick me up, I'm going to sue the city of Wilkes-Barre," Leighton tells WNEP.
"I don't know what they're going to do.
I don't know what they're going to do with the other people in the Hall of Fame."
